The European Commission unveiled its Horizon Europe Strategic Plan for 2025-2027, aiming to address key global challenges through research and innovation.2 This plan focuses on three main strategic orientations: the green transition, the digital transition, and building a more resilient, competitive, inclusive, and democratic Europe34. These priorities align with the EU’s overarching goals of achieving climate neutrality, enhancing digital capabilities, and fostering social and economic resilience.

The green transition is a major focus, with Horizon Europe committing at least 35% of its resources to climate action and 10% to biodiversity. The plan emphasizes the need for sustainable development, renewable energy, and circular economy principles to tackle climate change, pollution, and biodiversity loss5. It also highlights the importance of societal changes and innovative solutions to create a cleaner, more sustainable future.

Digital transformation is another key pillar, with significant investment in core digital technologies like artificial intelligence (AI). The plan aims to boost Europe’s competitiveness in the digital sector, ensuring that digital advancements uphold European values and rights. By integrating digital technologies into various sectors, Horizon Europe seeks to drive innovation and support the green transition.

Lastly, the plan focuses on building a resilient and inclusive Europe by addressing health, security, and social challenges. It includes measures to improve healthcare systems, enhance civil security, and promote democratic participation6. The strategic plan also underscores the importance of international cooperation and synergies with other EU programs to maximize the impact of research and innovation investments.
